Pilgrims Flock to Mount Arafat to Mark Important Hajj Day

KABUL – According to an estimation, around three million pilgrims, both Afghans and non-Afghans, have begun ascending the plains of Mount Arafat shortly after sunrise on Monday to perform the most important ritual in the worship of Hajj.

Pilgrims converge on the hill, dedicated to prayers and reflection, where Zohar and Asar prayers are prayed together.

Chanting “Labbayk Allahumma Labbayk” (Here I am O Lord, answering your call), pilgrims seek blessings and mercy from Allah Almighty.

Pilgrims thronged Mount Arafat from early Monday for the climax of the annual Hajj pilgrimage, arriving on foot, by train or in vehicles.

Helicopters hovered overhead and thousands of troops stood guard to organize roads flooded by men, women and children streaming towards Mount Arafat.

They had moved to Mina on Sunday from the holy city of Makkah, home to the Grand Mosque, Islam’s holiest place of worship which houses the cube-shaped Kaaba structure towards which all Muslims pray daily five times.

They will crowd onto the hill and the vast plain surrounding it praying until sunset when they then set off for nearby Muzdalifah. There they will then spend the night before moving on in the morning to start the ritual of symbolically stoning the devil.

The Haj, which officially ends on Friday, is one of the five pillars of Islam that every capable Muslim must perform at least once.

Ghani Announces 3-Month Conditional Ceasefire with Taliban

KABUL – Afghan President, Ashraf Ghani, on Sunday announced a three-month conditional ceasefire with Taliban starting on Monday.

“As we approach Eid-ul-Adha, we announce a ceasefire that would take effect from Monday, the day of Arafa, till the day of the birth of the prophet (PBUH), Milad-un-Nabi, provided that the Taliban reciprocate,” Ghani told a gathering celebrating the Independence Day.

The Afghan leader also called on Taliban leadership to welcome the wishes of Afghans for a long-lasting and real peace.

“We urge the Taliban leadership to get ready for peace talks based on Islamic values and principles,” Ghani said, adding that the Afghan government has removed “all obstacles for a long-lasting peace through these unprecedented steps.”

He said the ceasefire would be implemented for as long as the Taliban respect it.

The president further said he has taken the decision after consulting with segments of Afghan society including religious scholars, political parties, politicians, women and civil society leaders, youth and members of High Peace Council (HPC) in all 34 provinces.

He stressed that the ceasefire came in respect to the wishes of the religious scholars of the Islamic world that were gathered in the holy mosques and to respect the wishes of the Organization of Islamic Countries (OIC), the custodians of the two holy mosques, the King of Saudi Arabia, Afghanistan HPC and Ulema Council.

This comes as President Ghani had earlier said that consultative meetings were underway regarding the announcement of a ceasefire during Eid Al-Adha and that the government would announce its decision in the light of consultations and recommendations being offered to the government.

He said it would not be acceptable that there would be ceasefire in part of the country while that conflict would continue in its other parts.

President Ghani vowed that the security forces would be on full alert during the Eid days to prevent the movements of the enemies.

In June, the Afghan government announced a 17-day ceasefire to encourage the Taliban group to support the national reconciliation process.

Reciprocating the government step, the Taliban announced a three-day truce during Eid-ul-Fitr which marked end of fasting month.

Former UN Chief Kofi Annan Passes Away at 80

GENEVA – Kofi Annan, one the world’s celebrated diplomat and a charismatic symbol of United Nations (UN) who rose through its rank to become the first black African secretary-general, has died. He was 80.

His foundation announced his death in Switzerland on Saturday in a tweet, saying that he died after a short unspecified illness.

“Whenever there was suffering or need, he reached out and touched many people with his deep compassion and empathy,” the foundation said in a statement.

Born in Kumasi, the capital city of Ghana’s Ashanti region, Annan was the son of an executive of a European trading company, the United Africa Company, a subsidiary of the Anglo-Dutch multinational Unilever.

The Nobel Peace Laureate was the seventh Secretary-General of the United Nations from January 1997 to December 2006 and became the first black African man to take on the top job as the world’s top diplomat.

Just before becoming secretary general, Annan served as UN peacekeeping chief and as special envoy to the former Yugoslavia, where he oversaw a transition in Bosnia from UN protective forces to NATO-led troops.

The UN peacekeeping operation faced two of its greatest failures during his tenure: the Rwanda genocide in 1994, and the massacre in the Bosnian town of Srebrenica in July 1995.

Retired Canadian general, Romeo Dallaire, who led UN forces in Rwanda, is alleged to have sent a message to Annan’s office, warning of impending massacre, but Annan reportedly told UN military forces not to take any action.

In both cases, Annan offered apologies, but ignored calls to resign.

After ending his second term as UN chief, Annan went on to take high-profile mediation roles in Kenya and in Syria.

He later set up a foundation devoted to conflict resolution and joined the Elders group of statesmen which regularly speaks out on global issues.

The UN high commissioner for human rights, Zeid Ra’ad Al Hussein, said he was grief-stricken over Annan’s death.

“Kofi was humanity’s best example, the epitome, of human decency and grace. In a world now filled with leaders who are anything but that, our loss, the world’s loss becomes even more painful,” he said.

“He was a friend to thousands and a leader of millions.”

Imran Khan Sworn in as 22nd Prime Minister of Pakistan

ISLAMABAD – Imran Khan took oath as the 22nd prime minister of Pakistan on Friday at a ceremony held at the President House Islamabad.

Imran Khan secured 176 votes; while, he needed a simple majority of 172 in the 342-seat National Assembly to take power. His only rival, Pakistan Muslim League-Nawaz (PML-N) president, Shehbaz Sharif, won 96 votes.

PML-N leaders protested in the assembly following the announcement of the result.

President Mamnoon Hussain administered the oath of the office of the prime minister at the House.

Imran stood on stage along with caretaker prime minister, Nasirul Mulk, and president, Mamnoon Hussain.

Pakistan Chief of the Army Staff, General Qamar Javed Bajwa, and the country’s naval and air force chiefs were also present at the ceremony along with Dr Hassan Askari, Asad Umar, Chaudhry Sarwar, Shah Mehmood Qureshi, Shireen Mazari, Jahangir Tareen, Khalid Maqbool Siddiqui and former Indian cricketer Navjot Singh Sidhu.

Cricketer Waseem Akram, Javed Miandad, Ramiz Raja, Mushtaq Ahmed, Aqib Javed and singers Salman Ahmed and Abrarul Haq, actor Javed Sheikh also attended the oath-taking ceremony at the President House.

After the ceremony concluded, PM Khan reached the Prime Minister’s Office and was presented a guard of honor by a contingent of the Pakistan Army.

“Imran Khan has the capabilities and vision to bring change,” said Punjab Assembly Speaker Pervez Elahi. Our prayers are with him, he said.

“It was our dream to see Imran Khan as prime minister,” said Khyber Pakhtunkhwa Chief Minister Mehmood Khan. “We will continue to perform the way we performed in KP for last five years,” he added.

“The two biggest parties in the country, the PML-N and PPP, have not been able to deliver. Now we have hope in the shape of Imran Khan,” said PTI leader Shah Mehmood Qureshi.

After being elected the PM, Imran said in his speech, “I thank the nation for giving me the chance to bring a change… a change that this country was waiting for 70 years.”

The first thing we must do is carrying out sweeping accountability, he said. “As God as my witness, no single NRO will be given to any dacoit.” They will all be made to bring the money back.

“No military dictator reared me, he said. My father was not in politics. I did not have any experience. It has been a 22-year struggle,” he added.

The only other person who struggled like this, was my leader, Quaid-i-Azam Mohammad Ali Jinnah.

In an event indicative of the country’s bitter political divisions, opposition lawmakers surrounded Imran and disrupted his speech by shouting “thief, thief Imran Khan” and “puppet”.

Consultations on Eid Ceasefire Underway: Presidential Palace

KABUL – Presidential spokesperson, Haroon Chakhansuri, confirmed that consultations are underway regarding the declaration of ceasefire with Taliban during Eid Al-Adha.

“Consultation meetings on ceasefire continued today. Government will announce its decision upon the completion of consultations with all stakeholders,” Chakhansuri said in a statement.

This comes as the High Peace Council (HPC) and Ulemas (Religious Scholars) Council on Saturday urged the Taliban group and the Afghan government to declare ceasefire during the upcoming Eid Al-Adha.

The HPC Chairman, Mohammad Karim Khalili, said that they expect that the two sides would declare a ceasefire for a longer period of time.

This comes as the government earlier this month showed willingness to offer a ceasefire during Eid-al Adha, the annual feast of sacrifice, which begins next week but has so far not confirmed the offer, and there has been no response from Taliban.

“Our friends are advising us that we should announce a four-day ceasefire for the upcoming Eid-al Azha so that the people of Afghanistan can peacefully celebrate their Eid like they did two months ago,” one of the Taliban officials said.

Some senior Taliban officials had earlier said that group is considering a four-day ceasefire on the occasion of Eid Al-Adha.

Pakistan Denies Charges of Supporting Taliban in Ghazni

ISLAMABAD – The Pakistan Foreign Office has denied allegations that Pakistani citizens supported the Taliban attack on Afghanistan’s Ghazni last week, a media report said on Friday.

“We have not received any evidence to back up these spurious accusations and reject these baseless allegations,” Pakistan Foreign Office spokesman, Muhammad Faisal, said, rejecting allegations made by Afghan officials and others.

On August 10, some 1,000 Taliban fighters stormed the city of Ghazni and retreated four days later.

Afghan Defence Minister, Tariq Shah Bahrami, had said after the attack that the Ghazni attack had been carried out by Taliban with the support of external elements, including Pakistanis.

Faisal said that Pakistan was fencing the border with Afghanistan with the objective of restricting cross-border movement of both “men and material” as part of its counterterrorism efforts.

He expressed the hope that the border fencing would help achieve long-term regional stability and improve relations between Afghanistan and Pakistan.

The spokesman disclosed that Pakistan and Afghanistan, under a new framework for bilateral relations, were negotiating “a time bound” repatriation plan for Afghan refugees.

“An Afghan delegation from the Ministry of Refugees and Repatriation will visit Islamabad shortly for consultations,” he added.

Iran Shocked By $250 bln of Import Requests

TEHRAN – Iran’s Minister of Industry, Mines and Business Mohammad Shariatmadari on Thursday said that fluctuations in the local forex market in the past four months have tripled the number of applications for import licenses worth $250 billion dollar, radio Farda reported.

Describing the figure as “unbelievable”, Mohammad Shariatmadari has insisted that a “number of” profiteering individuals are trying to “fish in troubled waters”, referring to the current currency and economic crisis.

The figure of $250 billion is almost triple of Iran’s annual oil income.

Import applications mean requests by importers to receive cheaper, subsidized dollars or other hard currencies from the government.

According to Radio Farda, Four months later the Minister of Industry said, the process must stop and from now on, the “qualification” and “business record” of whoever applies for import dollars should be thoroughly vetted.

Otherwise, Shariatmadari has admitted that the problem of these “uncommon” number of requests will never be addressed.

Shariatmadari’s remarks are published at a time that the Islamic Republic’s Police repeatedly reports that it has arrested scores of individuals charged with “disrupting forex market” and benefitting from subsidized dollars for importing goods and selling them on the basis of dollar’s value in the much higher, non-governmental forex market, Radio farad reported.

Meanwhile, commander of Basij militia, General Gholamhossein Gheibparvar has maintained that his forces have discovered several warehouses full of cars, rice and construction material across the country and arrested (an unknown number of) individuals who intended profiteering through hoarding goods.

Iran’s judicial spokesman has also disclosed that certain individuals have been arrested and several companies closed down over the alleged abuse of subsidized dollars and price violations on the cellphone market.

Report by Radio Farda stated that according to a list he published recently, certain companies that had received foreign currency at the official rate (42,000 rials per U.S. dollar) to import cellphones, sold their goods at a higher price by taking advantage of the value of the dollar and other currencies on the black market (100,000 rials per dollar).

Qatar Promises $15 Bln Investment in Turkey

DOHA – Qatar on Wednesday promised to make a $15 billion direct investment in Turkey, badly hit by a currency crisis amid a widening diplomatic standoff with the United States, officials said.

“Qatar has pledged $15 billion of direct investments in Turkey,” presidential spokesman Ibrahim Kalin wrote on Twitter.

Emir Sheikh Tamim bin Hamad Al Thani said Qatar was standing by its “brothers in Turkey”.
“Turkish-Qatari relations are based on solid foundations of true friendship and solidarity,” he said.
The announcement came after Qatar’s emir Sheikh Tamim bin Hamad Al-Thani held lunchtime talks with Turkish President Recep Tayyip Erdogan, Turkish media reported.

Sheikh Tamim is the first foreign head of state to visit Ankara since the stand-off with Washington began last week.

“We stand by the brothers in Turkey that have stood with the issues of the Muslim World and with Qatar,” Sheikh Tamim said in a tweet.

“As part of the important talks that I held in Ankara on Friday with His Excellency President Erdogan, we announced a $15bn deposit package and investment projects in the country, which has a strong and solid productive economy.”

Erdogan thanked the emir and the people of Qatar for “standing by Turkey,” the official Anadolu news agency reported.

Sheikh Tamim said relations with Qatar, which he described as a “friendly and brotherly country,” would be boosted in many areas.

Turkish Finance Minister Berat Albayrak, who is Erdogan’s son-in-law, and his Qatari counterpart Ali Sharif Al-Emadi were present at the talks in the capital Ankara, news agencies reported.

Salim bin Mubarak Al Shafi, Qatar’s ambassador to Turkey, said his country would continue to support Turkey, adding that the emir’s visit demonstrated the “depth” of the two countries’ ties.

“Qatar will continue to stand by its Turkish brothers as it did during the failed coup attempt in 2016,” Al Shafi said, adding Qatari people purchased millions of Turkish lira to support Ankara against the “economic operation”, the country is witnessing, local media reported.

Turkey has been rocked in recent days by a sharp decline in the value of its lira after US President Donald Trump tweeted last Friday that Washington was doubling aluminum and steel tariffs for Ankara.

Washington’s move came during an ongoing dispute over Turkey’s holding of an American pastor for two years.

In response, Erdogan has called for a boycott of US electrical goods while Ankara has sharply hiked tariffs on some US goods.

The turmoil has raised fears of a looming economic crisis in Turkey and prompted alarm that foreign investors in the country, including Qatar, could be hit in the fallout.

Turkey and Qatar — which is also a very close US ally — have become close economic and political partners in recent times.

Earlier on Wednesday, Erdogan spoke on the phone with German Chancellor Angela Merkel, the Turkish presidency. He is due to speak with French President Emmanuel Macron on Thursday.

Turkey also maintains a small military base in Qatar.

Refugee Crisis Not in Europe, but in Africa, Mideast, Asia: UN

BERLIN, Germany – The UN High Commissioner for Refugees Filippo Grandi on Wednesday said there was currently no refugee crisis in Europe and Germany and reminded that the real crisis remains somewhere else, Germany newspaper reported Thursday.

“Of course, there was a crisis here when the great refugee influx came in 2015, mainly to Germany,” Grandi told the Germany newspaper Bild. “But the real refugee crisis were and still are in Africa, the Middle East, Asia.”

The head of the UNHCR also warned about the rhetoric of some right-wing European populists, such as the Italian Interior Minister Matteo Salvini, that speak about emergencies related to refugees in the continent, Bild reported.

“I just came back from a trip to Bangladesh, where they have a million refugees under terrible conditions,” said Grandi. “They have an emergency there, but not in Europe!”

Bangladesh is currently going through a refugee crisis as a Muslim minority from Myanmar, the Rohingya, is running away from ethnic cleansing carried by their country of origin’s security forces. Even though the exodus has been largely ignored by the media, it constitutes the world’s worst refugee crisis and the Rohingya have been described as the world’s ‘most persecuted minority.’

Grandi also criticized the narrative of some that try to make the situation of refugees in Europe as an invasion.

“To say there’s an invasion in Europe, that we’re a continent threatened by people coming to take advantage of us, is deeply false.”

and others while promoting hate, racism and xenophobia.

He also stated that not everyone emigrating to Europe were considered refugees, as many come hoping to find a job or wish for a better life quality, Bild quoted Grandi as saying.
“They come because there is a rich and a poor part of the world. The complicated thing is that both currents go together.”

Grandi hopes that Europe is able to improve the way it handles migration, making asylum processes more careful, efficient and quick, and sending those “not recognized as refugees” to their countries of origin in a human manner.

However, European countries often fail to have an adequate policy to decide in which cases an applicant can be considered a refugee, sending some back to the violence they were running from, such as the case of a 106-year-old Afghan woman who was denied asylum because her country of origin was not considered dangerous enough by Sweden.

The high commissioner also called “immoral” the fact that the Aquarius boat had to wander in the Mediterranean with 141 rescued migrants on board while European governments fought over who should be responsible for them.

At the end, the refugee agency celebrated Malta’s decision accept the boat and the governments of France, Spain, Germany, Luxembourg, Portugal and Malta for taking in the Aquarius’ refugees and about a hundred more.

Grandi also called for a clear policy and mechanisms to avoid such situations in the Mediterranean, and asked captains to keep rescuing people from the sea.

The newspaper further debated that despite the fact that the number of migrants trying to reach Europe has been decreasing since 2016 (in 2017 there was 44 percent fewer asylum seekers than in 2016, and available data suggest this trend is continuing), the trips have become more fatal as governments impose tighter policies and conditions worsen.

The UNHCR’s records state that more than 1,500 migrants have died in their journey across the Mediterranean in 2018, which amounts to one out of every 17 people crossing. On 2017, on the other hand, only one in every 43 crossing the sea died, it said.

Former Indian PM in Critical Condition in Hospital

NEW DELHI – Former Prime Minister Atal Bihari Vajpayee is in critical condition after a prolonged illness. India’s top politicians are visiting the New Delhi hospital.

Ninety-three-year-old Vajpayee was admitted to AIIMS on June 11 with a kidney tract infection, chest congestion and urine output on the lower side.

In hospital for the last nine weeks, former prime minister Atal Bihari Vajpayee’s health has worsened since Tuesday and is critical, an official statement by AIIMS said late on Wednesday evening.


The 1924 born leader is under the supervision of Dr Randeep Guleria, a pulmonologist and currently the Director of AIIMS. Dr Guleria has served as personal physician to Atal Bihari Vajpayee for over three decades.

A team of doctors from the nephrology, gastroenterology, pulmonology and cardiology departments is looking after the former Prime Minister, sources had said.
India’s current Prime Minister Narendra Modi visited Vajpayee Wednesday night and Vice-President Venkiah Naidu on Thursday.

Atal Bihari Vajpayee served three times as India’s prime minister; for 13 days in 1996, for 11 months from 1998 to 1999, and then from 1998 to 2004. As his health deteriorated, he had slowly withdrawn himself from public life and was confined to his residence for years.

China, US to Resume Trade Talks

BEIJING – China will dispatch Vice Commerce Minister Wang Shouwen to the U.S. for trade talks in late August, the first official exchanges since earlier negotiations broke down two months ago, China’s Ministry of Commerce said in a statement on its website on Thursday.

The Chinese delegation led by Wang will meet with an American group led by David Malpass, under secretary for international affairs at the Department of the Treasury, at the invitation of the U.S., the statement stated.

Beijing and Washington have slapped tariffs on tens of billions of dollars worth of each other’s goods since they held their last high-level meeting in June, raising fears that the trade war could shake the global economy.

“The Chinese side reiterates that it opposes unilateralism and trade protectionism practices and does not accept any unilateral trade restriction measures,” the ministry said.
“China welcomes dialogue and communication on the basis of reciprocity, equality and integrity.”

“This will be ‘talks about trade talks,’” said Gai Xinzhe, an analyst at the Bank of China’s Institute of International Finance in Beijing. “Lower-level officials will meet and haggle and see if there is a possibility for higher-level talks.”

China’s equity market has suffered declines and the yuan has been on a losing streak for more than a month. Chinese authorities, bracing for an economic fallout, have introduced measures to support growth ranging from shifting toward a more accommodative monetary policy to boosting fiscal spending.

US Commerce Minister Wilbur Ross held talks with Chinese Vice Premier Liu He in Beijing in June. Liu had met with US Treasury Secretary Steven Mnuchin in Washington a month earlier.

– Tit-for-tat –
But the discussions failed to reduce tensions as the United States slapped tariffs on $34 billion worth of Chinese goods in early July, triggering an immediate dollar-for-dollar retaliation from Beijing.

The two countries are expected to launch a new round of tit-for-tat tariffs on $16 billion worth of goods from each country on August 23.

Washington has also lined up an additional $200 billion in Chinese imports and US President Donald Trump said he could raise tariffs on those products to 25 percent instead of the previously touted 10 percent.

China responded by threatening in early August to impose new tariffs on $60 billion worth of US goods.

“It is hard to tell how the talks will go but it’s a positive signal that the two countries are looking for some compromise plan,” said Makoto Sengoku, market analyst at Tokai Tokyo Research Institute.

“If they were determined to fight it out, they wouldn’t meet,” he told AFP.
Larry Hu, head of greater China economics at the Macquarie Group, said the two sides may discuss what Beijing needs to do, such as increasing US imports, further opening its markets and making efforts to protect US intellectual property rights.

Depending on actions taken by China, the US side may discuss what it can do to temporarily prevent an escalation of the trade war, Hu said.
“I think we are still at an ice breaking stage, the two sides are testing each other’s bottom line,” he said, noting that it will be a lower-level meeting than the previous talks.

The yuan has declined in recent weeks, helping Chinese exporters as it makes their products cheaper, but it could fuel tensions with Trump, who has accused Beijing of manipulating its currency, AFP reported.

Chinese officials say the tariffs have yet to make an impact on the country’s economy, with its exports even beating forecasts in July.

The threatened tariffs on $200 billion worth of Chinese goods could have “some direct impact” on industrial production, employment, foreign trade and commodity prices, but “the overall impact is generally controllable,” Cong Liang, spokesman at the National Development and Reform Commission, told reporters on Wednesday.

But analysts warned that China could feel the full effect of tariffs in August.

Trump has boasted that trade wars are “easy to win” and warned he would hit virtually all Chinese imports if Beijing does not back down and take steps to reduce its $335 billion surplus with the US.

China does not import enough from the United States to match Washington dollar-for-dollar, but it has warned that it could fire back with other measures.

At Least 55 Killed in Class Room Attack in Kabul

KABUL – At least 55 people were killed and 65 were injured as a result of a suicide bombing in a classroom in Dasht-e-Barchi area of Kabul on Wednesday evening.

According to Locals, around hundred students were present in the classroom when the blast occurred. However, Ministry of Public Health (MoPH) confirmed that 47 people were dead and 67 others wounded who were moved to hospital.

The explosion happened at about 4.10 pm local time outside the Mawoud Academy, police said.

Photos on social media indicated that the explosion happened inside what could be a classroom at Mawoud Academy. However, officials have not yet disclosed details.

This News will be updated as we learn more details of the attack.

24,000 Refugees Return from Pakistan and Iran

KABUL – As many as 24,048 Afghan citizens returned to their homeland last week, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said on Wednesday.

At least 409 Afghan refugees returned from neighboring Pakistan, 408 from Iran and one from another country, OCHA stated in a report.

From Pakistan, 587 Afghan citizens returned on their own while 44 were deported. From Iran, 12,954 people returned voluntarily and 10,054 were deported, the report added.

It is also highlighted that during the current year so far, 175,850 people have been verified as having been displaced by conflict, according to OCHA’s Displacement Tracking System.

As per UNHCR, Pakistan is hosting the largest number of refugees globally, which number more than 1.45 million in the country, and most of them hail from Afghanistan.

Similarly, according to the United Nations High Commissioner for Refugees (UNHCR), as of 2016 there are 951,142 registered Afghan citizens living in Iran. Most of these were born and raised in Iran during the last three and a half decades. The Government of Iran estimates that 2.5 million Afghans live in Iran, which includes the registered and illegals as well as those who entered the country with Afghan passports and Iranian visas.

Since March 2002, UNHCR has facilitated the return of approximately 4.1 million registered Afghans from Pakistan, it underlined.

Govt. Has Implemented 16 Anti-Graft Recommendations: MEC

KABUL – The Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) on Tuesday released its second quarterly monitoring report, saying the government has fully implemented 16 of its recommendations.

In the report, the MEC said it found that at least 16 out of the total 51 recommendations had been fully implemented during the quarter. Additionally, 23 recommendations were partially implemented and 11 recommendations saw limited progress in implementation and one recommendation was not implemented at all.

The MEC monitoring team during this quarter observed significant and broad-ranging improvements in implementation of recommendations. It said much of the progress in this quarter was related to capacity development at the AGO and its prosecutors, reforms in the Tashkiel, and providing required facilities to provincial AGO offices.

The report said The AGO developed ToRs for all prosecutors and operationalized the critical performance evaluation system for the prosecutors.

A Human Resource Management Information System (HRMIS) was established within the AGO, with prosecutors recruited for up to 20 insecure districts.

Comprehensive legal training programs have been initiated to improve the capacity of prosecutors.

The AGO dramatically increased the portion of female employees from just three percent to 21 percent.

To increase inter-departmental engagement, the Provincial Appellate Prosecution directorates were also involved in the planning and budgeting processes.

The AGO has constructed office facilities for its provincial offices in Nuristan, Daikundi and Khost, while construction of these facilities in five additional provinces are underway.

At the same time, the MEC observed that some of its recommendations have not been implemented or have seen limited progress during this quarter.

Taliban May Announce Ceasefire During Eid Holidays

KABUL – Taliban are considering announcing a ceasefire during next week’s Eid holiday, despite heavy fighting seen over recent days in the central Afghan city of Ghazni, Reuters quoted two senior Taliban officials on Wednesday.

As per the report, they said that no decision had been taken but senior leaders would meet on Wednesday to discuss the option, which was being pushed by some Muslim states and other parties with good relations to the movement.

If agreed, it may be announced in Ghazni province, where the Taliban say they control most of the districts around the provincial capital.

Prior to the fighting in Ghazni, which has killed and wounded hundreds, there had been strong hopes of a repeat of the three-day ceasefire during the Eid-al Fitr holiday in June, the most visible sign of progress toward peace since talks between the government and Taliban broke down in 2015.

The government said last month it was considering offering a ceasefire during Eid-al Adha, the annual feast of sacrifice, which begins next week but has so far not confirmed the offer and there has been no response from Taliban.

“Our friends are advising us that we should announce a four-day ceasefire for the upcoming Eid-al Azha so that the people of Afghanistan can peacefully celebrate their Eid like they did two months ago,” one of the Taliban officials said.

“As usual there would be divided opinion on a ceasefire like we faced last time during Eid-al Fitr but our supreme leader Sheikh Haibatullah Akhunzada would then play his role and would either announce the ceasefire or may ask the fighters to continue their fight,” said the official, a member of the Shura, or leadership council.

Another Taliban leader said he hoped their leadership might announce a ceasefire as last time it had helped win hearts and minds of the people of Afghanistan, with unarmed fighters and soldiers seen mingling on the streets of Kabul and other cities.

“The demand is for one week but our leadership may announce four days of ceasefire to enable the Afghan people to buy sacrificial animals and celebrate Eid-ul-Azha in a peaceful environment,” he said.

Asked who the “friends” were, the first official said the Taliban had friends and allies in many parts of the world.

In January, President Ashraf Ghani offered the Taliban peace talks without conditions and the United States has dropped its previous refusal to talk to the Taliban, saying it would be willing to participate in an Afghan-led process.

Taliban officials say they have spoken directly to the top U.S. official on Afghanistan and Pakistan in Qatar, where Taliban maintain a political office and a delegation traveled to Uzbekistan this month to discuss issues including peace.

EU to Help Kabul Manage Underground Water

KABUL – The 28-member European Union (EU) has pledged 1.6 billion Euros through a single plan to help Afghanistan preserve its underground water, EU Ambassador to Afghanistan, Pierre Mayaudon, said while speaking at a conference E-symposium on Underground Water Management in Kabul on Wednesday.

Without giving details, the ambassador said that EU plan was to help Afghanistan in areas of drinking water, agriculture and renewable energy till 2020.

Besides this aid, he said the EU annually provided 100 million Euros to the annual budget of Afghanistan to encourage the government to draft proper strategy for water management.

The EU envoy said he was happy to be part of such symposiums arranged to discuss the underground water management of Afghanistan.

Mohammad Idrees Malyar, deputy director of the National Environmental Protection Authority (NEPA), said the underground water was on the decline while the air in Kabul was getting more polluted because of the increase in population.

He expressed deep concerns over the plummeting underground water level in Kabul and called for a joint strategy and work of the authorities concerned in this regard.

He said getting photographs from different parts of the surface, collection of exact figures and drafting of strategies were NEPA’s main responsibilities.

Najibullah Fahim, state minister for disaster management, stressed the need for treatment of surface water for consumption and warned of worst consequences from the usage of underground water.

Referring to the current wave of drought, he said, agriculture products declined by 50 percent, with 3.3 million animals facing shortage of water and forage.

Irrfan Khan on Having Cancer, I Could Die in a Few Months or a Year

LONDON – The Bollywood industry and the nation went into shock when famous actor Irrfan Khan took to his social media account and shared the news of him suffering from a rare disease that people assumed to be Cancer and it was only later when he announced that he was suffering from Neuroendocrine Tumour and later head to London for the treatment, news agencies reported.

Later, various reports came that claimed that he was in a critical stage that was later refuted by the PR team of the actor. Irrfan Khan will next be seen in Bollywood movie Karwaan and in a recent interview he opened up about his feelings when he came to know about the fact that he was suffering from Cancer. He said, in the beginning, he felt really low and shaken but later he looked at the positive things and got strength.

He said, “The way it is opening your windows to look at life. I would have never reached that state even if I had done meditation for 30 years, I wouldn’t have reached it. But this sudden jolt has put me into a platform where I could look at things in a completely different manner.”

In an interview that he gave to AP, he said that people were doubting about the fact whether he would come out of the disease or not because it was not in his but nature’s hands. He told AP, “It sounds strange, but they should trust nature rather than feel sad, and trust that whatever the outcome, it will be for good and it will be for the best.”

The Hindi Medium actor also talked in detail about his disease and said that he was having the fourth cycle of his chemotherapy and after every six cycles, they had to have a scan. After the third cycle, his scan came positive but everyone was worried about the sixth scan because that could decide his life. Irrfan’s latest picture also circulated on the social media in which he looked weak but happy.

He said, “There’s no guarantee of life with anybody. My mind could always tell me to hang a kind of chip on your neck and say, “I have this disease and I could die in a few months or a year or two.” Or I could just avoid this conversation completely and live my life the way it offers me. And it offers so much. I admit I was walking around with blinders. I couldn’t see what it offered me.”

Talking about the work front, he will next be seen in Karwaan that will release on August 3 and also star South superstar Dulquer Salmaan and Mithila Palkar in leading roles.
